世界秩序が大きく変容し、欧米をはじめアジアの民主主義にも後退が見られ、様々な課題に直面する中、日本、東南アジアの主要国、インドの有力なオピニオンリーダーが参加し、民主主義や地域の課題について対話を行う舞代を設定した。加えてこれらの国々と民主主義における課題や国民の意識を調査するため、共同世論調査を実施する仕組みが完成した。さらにこの動きを他の東南アジアの国々に広げるよう進めている。
